No, Voice Memos recordings made with the built-in microphone are not stereo.
To create a stereo recording an external stereo microphone must be used. With a compatible stereo microphone connected to the iPhone, the Voice Memos app can capture higher-quality stereo audio.

Five years after the launch announcement from Apple, the Music Memos app is slated for removal from the app store. While musicians can continue using the app, it won't be updated past version 1.0.7. Music Memos will also be removed from the App Store after March 1, 2021. Apple is encouraging Music Memos users to transition to Voice Memos for quickly capturing song ideas.

One of the most simple and useful apps on iPhone keeps getting better. Apple's Voice Memos has gained an audio enhancement feature with the launch of iOS 14. Much like the magic wand in Photos, with one tap the iPhone utilizes on-device processing to improve the quality of existing recordings. Enhance Recording will analyze the audio to reduce background noise and highlight important sounds, such as voices. If the results aren't to your liking, it takes one tap to undo the changes.
