Apple has moved on from 3D Touch, with newer devices using Haptic Touch instead. Both features have a similar purpose, providing access to Quick Actions, shortcut menus, and content previews.
To use 3D Touch, long press (or deep press) items on the iPhone display.

Apple has consolidated all Quick Actions, shortcut menus, and content previews into a single gesture system called Haptic Touch. 3D Touch has been replaced by Haptic Touch on the iPhone XR and later.

Now that the iPhone SE has been delivered, some owners are noticing that Haptic Touch isn't working in the Notification Center. Previous iPhone models used a long press to allow direct interaction with a notification, without launching the associated app. Haptic Touch works much the same as 3D Touch, which on older models actually detected pressure on the screen.
Update: You can now delete all third-party and select stock apps by using a "hard press." To delete an app, just press down on the app icon to open the pop up menu. Tap the "Delete App" tab, then confirm to remove the app from your device. This has replaced the original hold and wiggle technique to delete apps from an iOS device.
